AB 301: Planning and zoning: housing development projects: postentitlement phase permits: state agencies.
This bill amends a section of the government code to require state agencies to comply with provisions related to postentitlement phase permits for housing development projects. A state agency must make a list of required information and examples of approved applications and permits available on its website by January 1, 2026. The agency's failure to meet the review time limits for an application is deemed approval and completion of reviews. The bill also revises the definition of postentitlement phase permits to include state agency-issued permits and reviews necessary to begin construction of at least 2/3 residential developments, excluding certain discretionary and ministerial permits. The bill takes effect immediately as an urgency statute.
