The bill amends the Government Code to extend the operation of provisions related to the transfer of authority from local governments to the Fair Political Practices Commission (FPPC) for administering campaign finance and government ethics laws. The FPPC can now enter into agreements with local governments to take primary responsibility for these laws, including providing advice, investigating potential violations, and bringing civil actions. The bill also allows the FPPC to conduct audits with respect to these laws. The report requirements have been deleted, and the January 1, 2026 repeal date has been removed, effectively extending the operation of these provisions indefinitely. The provisions related to the County of San Bernardino have been repealed. The bill declares that it furthers the purposes of the Political Reform Act of 1974.
