This bill aims to improve pedestrian safety by implementing stricter speed limits in school zones. A local authority can now determine and declare a speed limit of 20 miles per hour in a school zone, which will apply until January 1, 2031. After that date, the speed limit will be 20 miles per hour in school zones, but only under specific conditions such as a sign stating "children are present" or specific hours. The bill also reduces the speed limit to 15 miles per hour in residence districts on highways with a posted speed limit of 30 miles per hour or slower in school zones, or 25 miles per hour when approaching from a school zone at a distance of 500 to 1,000 feet. The definition of a school zone is revised to include areas within 500 feet of school grounds in any direction, unless otherwise posted or marked.
