AB 436: Composting facilities: zoning.

California · Assembly · 2025–2026 Regular Session · last verified February 3, 2026

What AB 436 does, verified February 3, 2026

This bill aims to promote composting facilities in California by providing best practices for their siting. The Office of Land Use and Climate Innovation will develop a technical advisory, which will be posted on their website, to help local governments plan for composting facilities. The advisory will reflect best practices to meet the state's goal of reducing organic waste disposal by 75% by 2025. Local governments will be required to consider the technical advisory when revising their land use elements, which designate the distribution and location of various land uses. By 2029, cities, counties, and city-counties will need to update their land use elements to identify areas where composting facilities may be suitable as an allowable use. The bill does not require reimbursement for its implementation, and it does not impose any new state-mandated local programs.
