AB 443: Energy Commission: integrated energy policy report: curtailed solar and wind generation: hydrogen production.

California · Assembly · 2025–2026 Regular Session · last verified December 13, 2025

What AB 443 does, verified December 13, 2025

The bill requires the state energy commission to include an assessment of using curtailed solar and wind generation to produce hydrogen in the 2027 integrated energy policy report. Curtailed solar and wind generation refers to the excess energy produced during periods of high demand, which is not used immediately. The assessment must estimate how much hydrogen can be feasibly and reliably produced using this excess energy. The report must also provide policy recommendations based on an in-depth analysis of the state's energy trends and issues. The bill repeals its provisions after January 1, 2029.
