This bill requires a seller of a single-family residential property to disclose to the buyer in writing if they have actual knowledge of residue from smoking tobacco or nicotine products, or a history of occupants smoking on the property. The seller must disclose this information to ensure the buyer is aware of potential environmental hazards. To update a booklet on environmental hazards, the Department of Toxic Substances Control will delegate the responsibility to the Center for Tobacco and the Environment at San Diego State University. The updated booklet must adequately educate consumers on thirdhand smoke as a common environmental hazard.
