AB 478: Accessibility to emergency information and services: evacuations: pets.

This bill requires local government agencies to update their emergency plans to include procedures for rescuing pets from evacuation zones. The procedures must establish timelines and conditions for safe rescues, and owners who believe their pets are alive during an evacuation can request rescue assistance. Local agencies must designate a person or entity to provide information to pet owners in need during evacuations. The bill also prohibits rescuing or transferring pets from evacuation zones for at least 30 days, except in cases where the owner has not been found. After 30 days, the pet cannot be euthanized if an animal rescue organization is willing to take custody. Reimbursement for costs mandated by the state will be made if the commission on state mandates determines that the bill contains such costs.
