The bill aims to provide financial assistance to the Inglewood Unified School District by allowing it to request cashflow loans from the general fund for emergency operational purposes. The district can borrow up to $55 million to address financial difficulties. Once the district repays at least 10 years of the loan, it can seek a waiver of interest on the loan for the next fiscal year if it meets certain conditions, including making substantial progress towards fiscal solvency. The district must demonstrate that a waiver of interest would help it exit receivership. The bill also requires the Los Angeles County Superintendent of Schools to review the district's progress and grant the waiver if the conditions are met.
