AB 523: Metropolitan water districts: proxy vote authorizations.

The bill allows a representative from a member public agency with only one designated representative to assign a proxy vote authorization to another member public agency's representative. This authorization enables the assigned representative to vote on behalf of the assigning representative when they are unable to attend a meeting. The proxy vote authorization must be in writing and is limited to 6 board meetings in a calendar year. The assigned representative is subject to the same conflict of interest laws as the assigning representative.
