AB 554: Health care coverage: antiretroviral drugs, drug devices, and drug products.

California · Assembly · 2025–2026 Regular Session · last verified March 9, 2026

What AB 554 does, verified March 9, 2026

The bill aims to protect the rights of individuals living with HIV/AIDS by ensuring they have access to necessary medications without prior authorization or step therapy. It prohibits health care service plans and health insurers from subjecting antiretroviral drugs, drug devices, or drug products to these restrictions, unless at least one therapeutically equivalent version is covered without prior authorization or step therapy. The bill also requires coverage for non-self-administered antiretroviral drugs, drug devices, or drug products approved by the FDA for HIV prevention. Additionally, it prohibits cost sharing for these medications, except in cases where a non-formulary antiretroviral drug is therapeutically equivalent to a formulary antiretroviral drug. The bill does not apply to Medi-Cal managed care plans.
