AB 63: Loitering with intent to commit prostitution.

This bill reinstates the prohibition on loitering in public places with the intent to commit prostitution, making it a misdemeanor. It also prohibits law enforcement from making arrests based solely on an individual's gender identity or sexual orientation. Additionally, prior to making an arrest, law enforcement must document their attempts to offer the individual services. This bill imposes a state-mandated local program by creating a new crime and requiring local law enforcement to follow specific procedures. Reimbursement for mandated costs is not required for a specific reason, but for other mandates, the commission on state mandates will determine if reimbursement is necessary and make it accordingly.
