AB 906: Planning and zoning: housing elements: affirmatively furthering fair housing.
This bill aims to amend the planning and zoning law to improve the distribution of affordable housing sites. It removes the requirement for cities and counties to include an analysis of the relationship of zoning and public facilities to housing sites, which is known as the "first analysis". The bill also requires local governments to make their draft housing element assessments publicly available and solicit public comments. The bill revises the requirement for local governments to affirmatively further fair housing by requiring them to distribute affordable housing sites throughout the community in a way that reduces residential segregation. It also requires local governments to rezone sites within specified time periods and identify additional sites that can be developed for housing.
