AB 916: Safer Soap Act.
This bill prohibits the manufacture, sale, and distribution of consumer body wash and hand soap containing certain ingredients in California, starting January 1, 2028. The prohibited ingredients include benzalkonium chloride and others. Manufacturers of hand soap or body wash must register with the Department of Toxic Substances Control and pay a registration charge. The department will issue a notice of violation for non-compliance and impose penalties of $10,000 or more. The bill also authorizes the Attorney General to bring an action in court to restrain a person from violating the provisions.
