The bill aims to reduce greenhouse gas emissions in California by designating the state air resources board as the agency responsible for monitoring and regulating emissions. The state board must adopt rules and regulations to achieve at least 40% reduction in greenhouse gas emissions by 2030. A scoping plan must be prepared and updated every 5 years to achieve the maximum technologically feasible and cost-effective reductions. The plan will include emissions from wildland and forest fires.
