Assembly Constitutional AmendmentIntroduced

ACA 5: Property taxation: veterans’ exemption.

California · Assembly · 2025–2026 Regular Session · last verified August 25, 2025

What ACA 5 does, verified August 25, 2025

The bill proposes to amend the state constitution to allow a dwelling that receives a veterans' exemption or a disabled veterans' exemption to also receive a homeowners' exemption. This means that veterans and their families would be eligible for a combined exemption of up to the full value of the property. The bill would also remove restrictions on the amount of property that a veteran or their family members can own before receiving the exemption. If the legislature increases the homeowners' exemption, the bill would require a corresponding increase in the veterans' exemption, except for properties with full value.
