<p>This bill requires pharmaceutical facilities undergoing construction, alteration, demolition, installation, repair, or maintenance work to use a skilled and trained workforce. The owner, operator, or developer must ensure contractors and subcontractors comply with this requirement and submit monthly reports to the labor commissioner detailing compliance. Violations can result in civil penalties of up to $5,000 per month for the first offense and up to $10,000 per month for subsequent offenses.</p>
