<p>The bill requires the state registrar to issue a new birth certificate within 11 weeks after receiving an adoption or readoption report. If the report is incomplete, the registrar must notify the issuing court within 14 weeks and request missing documentation. Once the necessary information is received, the registrar must then establish the new birth certificate within another 11 weeks.</p>
