SB 1218: Vehicle immobilization: illegal dumping violation penalties.
The bill would require the Department of Motor Vehicles to refuse to renew the registration of a vehicle if the registered owner or lessee has been mailed a notice of delinquent illegal dumping violation. This is similar to existing law, which requires refusal of registration for delinquent parking violations. The bill would add a new ground for refusal of registration, relating to illegal dumping. Existing law makes it a misdemeanor to dump waste matter in commercial quantities, and the bill would require the DMV to refuse registration if the owner or lessee has a delinquent illegal dumping violation.
