<p>This bill would require the state air resources board to prepare and publish a supplemental standardized regulatory impact analysis if a proposed regulation is materially changed after its initial release. The supplemental analysis would need to update the consumer cost analysis to reflect changes made during the rulemaking process. The board would be required to make this supplemental analysis available for public review.</p>
