The proposed legislation requires members and designated employees of the legislature to attend an orientation course on the United States and California constitutions. The course will be developed and conducted by the Legislative Counsel Bureau in consultation with the Joint Rules Committee. Participants will have the option to opt out if they can demonstrate proficient knowledge of certain topics or if they are licensed to practice law in California.
