What SB 1358 does, verified May 18, 2026

This bill aims to improve the state's marketing and advertising efforts to reach priority populations and ethnic communities. The state will establish a database of ethnic and community media outlets and require agencies to direct at least 40% of their advertising spending to these outlets. Agencies must also prioritize these outlets when selecting vendors for marketing or advertising services. The state will publish an annual report detailing payments for marketing or outreach advertising material, including disaggregated information for priority populations and ethnic and community media outlets. Additionally, the state will allow agencies to award contracts to ethnic or community media outlets for advertising or marketing services with an estimated value greater than $5,000 and less than $350,000.
