SB 227: Green Empowerment Zone for the Northern Waterfront area of the County of Contra Costa.
The bill aims to extend the authorization for a green empowerment zone in the northern waterfront area of Contra Costa County until January 1, 2040. The zone will be expanded to include four additional cities: El Cerrito, Pinole, Richmond, and San Pablo. The zone will be governed by an 8-member board of directors, including 7 representatives from local environmental or environmental justice organizations. The board will select a chair and deputy chairs for 2-year terms, with the option to re-select them for up to three additional terms. The executive committee, previously known as the steering committee, will be responsible for developing metrics to track the zone's progress.
