The bill aims to increase community college student access and success by providing effective core matriculation services. It requires community colleges to inform students about completing and submitting the Free Application for Federal Student Aid (FAFSA) and the California Dream Act application, and to confirm students who have not opted out have completed and submitted these applications. The colleges must also direct students to services to assist with compliance and handle shared information in compliance with state and federal privacy laws. The Student Aid Commission will adopt regulations, including model opt-out forms and acceptable use policies. If the Commission determines the bill contains state-mandated costs, the state will reimburse local agencies and school districts for those costs.
