SB 315: Quimby Act.

The bill proposes to amend the existing Quimby Act, which allows cities and counties to require land dedication or fees for park or recreational purposes in exchange for approving a subdivision map. The bill would prohibit the proportion of land to be dedicated or fees to exceed 25% of the total acreage of the subdivision if it's for infill housing. It would also restrict requiring land dedication or fees for infill housing if the subdivision is within 1/2 mile of an existing park. The bill would require fees collected under the Quimby Act to be deposited into a separate capital facilities account and made publicly available annually. This would increase the duties of local officials and impose a state-mandated local program.
