SB 381: Vital records: adoptees’ birth certificates.
The bill aims to improve access to vital records for adopted individuals and their descendants. Starting on July 1, 2028, the state registrar will provide a copy of an original birth certificate to an adopted person or their descendant if the birth parent has provided a contact preference form. The registrar will create and make available the form on or before July 1, 2028, with certain elections for release of information. The original birth certificate must bear the same information as the certificate issued to the natural parents, unless the adopting parents request otherwise. The bill removes the exception allowing adopted parents to omit certain information from the birth certificate.
