This bill aims to improve the regulation of adult alcohol or other drug recovery or treatment facilities in California. The department of public health must initiate an investigation within 10 days of receiving an allegation and complete it within 60 days. If the department receives a complaint that falls outside its jurisdiction, it must notify the complainant that it does not investigate that type of complaint. The bill also allows the county behavioral health agency to request a site visit of a recovery residence if it is alleged to be operating without a license, and the department can approve this request if it has sufficient evidence. If the department takes action against a recovery residence, it must conduct a site visit of a certified program or licensed facility that has a disclosed interest in the recovery residence.
