SB 598: Public contracts: local water infrastructure projects: Construction Manager/General Contractor project delivery method.

This bill authorizes local agencies to use a construction manager/general contractor project delivery method for regional recycled water projects or other water infrastructure projects. The method allows for a construction manager to provide preconstruction and construction services, and the contract can be entered into at the same time or later. The bill requires local agencies to award contracts on a best value basis or to the lowest responsible bidder and limits the authorization to 15 capital outlay projects per agency. The bill makes the provisions effective until January 1, 2031, and does not require reimbursement for certain costs.
