This bill aims to amend various California laws to improve housing and protect tenants and borrowers. It prohibits fees and financial requirements from being included in reasonable restrictions on accessory dwelling units and junior accessory dwelling units. Additionally, the bill limits fees that landlords can charge tenants, requiring them to be specified in the rental agreement and capped at 5% of the monthly rental amount. The bill also restricts mortgage servicers from conducting nonjudicial foreclosures without providing borrowers with communication and certification regarding loan secured by the mortgage. It also limits monetary fees imposed by homeowners' associations to $100 per violation, requires prior notice to members, and gives them the opportunity to cure a violation before a meeting.
