This bill aims to amend and add to existing laws related to local government nuisance abatement. It authorizes cities and counties to collect fines for specified nuisance-related violations using a nuisance abatement lien or special assessment. The collected fines must be used to fund efforts to streamline permit issuance for housing development or establish a revolving loan fund for housing purposes. The bill requires cities and counties to establish a process for granting hardship waivers to reduce fines for individuals with income at or below 200% of the federal poverty line. Additionally, enforcing entities must provide a 60-day notice to individuals responsible for continuing violations to correct or remedy them before imposing penalties, except in cases where the violation poses an immediate danger to health or safety.
