SB 782: Enhanced infrastructure financing district: climate resilience districts.
This bill allows cities and counties to create enhanced infrastructure financing districts to finance public capital facilities and climate resilience projects without following certain procedures. To establish the district, a city or county must hold a public meeting and post notices. The district's governing board must also hold a public meeting and post notices before adopting an infrastructure financing plan. The plan must be available for public inspection at least 30 days before the meeting, and the district's designated official must consult with affected taxing entities before developing the plan. Public members of the governing board must be residents of the district, own property there, or represent a business within the district's boundaries and serve terms of at least 4 years.
