SB 813: Independent verification organizations.
The proposed law aims to improve the safety of artificial intelligence (AI) in California. It establishes the California AI Standards and Safety Commission to oversee AI development and deployment. The commission will maintain liaison relationships with state agencies and provide AI technical expertise. It will also designate independent verification organizations (IVOs) to assess AI risk mitigation plans. IVOs will implement and submit annual reports on their risk mitigation plans, as well as the adequacy of existing evaluation resources and mitigation measures. The commission will establish a fee structure to offset its costs and adopt regulations to administer the law. The goal is to ensure that AI systems in California are designed and deployed with safety and transparency in mind.
