SB 956: Vehicles: Electric Bicycle Special License Plate Pilot Program.
This bill would allow the county of Orange to establish a pilot program requiring electric bicycles to display a special license plate. The pilot program would run until January 1, 2032, and would allow the county to adopt ordinances or resolutions to implement the program. Operating an electric bicycle without the special license plate would be considered an infraction, punishable by fines and mandatory attendance at an electric bicycle training course. The bill would also exempt electric bicycles from a state law prohibiting the operation of unlicensed bicycles. After January 1, 2032, the county would be required to submit a report to the legislature on the pilot program's effectiveness.
