This bill aims to allow community colleges to offer baccalaureate degree programs in partnership with the University of California and California State University. Currently, community colleges are prohibited from offering programs already offered by these universities. The bill would change this to only prohibit community colleges from offering programs if a California State University program in the same local area has been impacted for three consecutive years before the community college program is approved.
