AB 1360: English learners: reclassification: English language proficiency assessment.
This bill aims to reclassify English learners in California by establishing a new standard for reclassification. It requires English learners to achieve an English learner progress indicator score of 3.0 or above on English language proficiency assessments to be eligible for reclassification. Additionally, the bill requires English learners to meet other multiple measures criteria developed by the state. The bill would take effect on July 1, 2026, and would impose a state-mandated local program on local educational agencies. Reimbursement for costs mandated by the state would be made pursuant to existing statutory provisions.
