AB 138: State employment: state bargaining units.

The state will approve provisions of memoranda of understanding between the state employer and certain employee organizations, but these provisions will only take effect if funds are specifically appropriated by the legislature. This means that the state employer and bargaining units can reopen negotiations if funds are not allocated.
