AB 138: State employment: state bargaining units.
The state will approve provisions of memoranda of understanding between the state employer and certain employee organizations, but these provisions will only take effect if funds are specifically appropriated by the legislature. This means that the state employer and bargaining units can reopen negotiations if funds are not allocated. The state will also include memoranda of understanding for certain bargaining units in the annual budget, and the provisions will only take effect if funds are specifically appropriated. State employees in certain bargaining units will be required to participate in the Personal Leave Program 2025, which allows them to receive a reduction in pay in exchange for taking leave credits.
