AB 139: State Bargaining Unit 9 and State Bargaining Unit 12.
This bill amends state employment laws to address memoranda of understanding between the state employer and employee organizations. It approves provisions of the agreements that require expenditure of funds, but only if specifically appropriated by the legislature. The bill also adjusts continuous appropriations for state employees covered by memoranda of understanding and establishes new memoranda of understanding for state bargaining units 9 and 12. The bill changes the workweek and workday policies for state employees and requires them to participate in a new leave program, the Personal Leave Program 2025. It also suspends the employer's monthly contribution for prefunding other postemployment benefits for two years and introduces a new contribution requirement for employees.
