AB 1851: Pupil health: social-emotional, behavioral, and mental health supports.
The bill aims to improve pupil health by implementing an integrated approach to social-emotional learning, behavior health, and restorative practices in schools. It requires the state department of education to develop guidance, resources, and technical assistance to support local educational agencies in implementing these practices. The guidance should be developed for kindergarten through 12th grade and should be available by July 1, 2027. School districts and county offices of education are required to implement the guidance and provide professional development to support its implementation. The bill makes the implementation of these provisions contingent upon an appropriation. Additionally, schools are already required to notify pupils and parents or guardians about available pupil mental health services, and this bill builds upon that existing requirement.
