<p>The proposed legislation requires health care service plans and health insurers in California to disclose their material investment holdings annually to either the Department of Managed Health Care or the Department of Insurance, depending on the entity. These disclosures must be made by July 1 each year starting from 2027 unless otherwise specified by regulation. The departments are required to make these disclosures publicly accessible on their websites. Non-compliance with disclosure requirements can result in civil penalties and public posting of noncompliance status until compliance is achieved.</p>
