AB 2284: Electric bicycles: Attorney General list.
The bill aims to create a list of electric bicycles that do not meet the definition of a specific class and are commonly perceived as electric bicycles. The Office of the Attorney General will compile this list in partnership with biking nonprofit groups. The list will be made available on the Attorney General's website by June 1, 2027, and updated as necessary. The list will include electric two-wheeled devices that are labeled, advertised, or perceived as electric bicycles by riders or peace officers.

LEGISLATIVE COUNSEL'S DIGEST
Under existing law, the Department of the California Highway Patrol is responsible for enforcement of all laws regulating the operation of vehicles and use of the highways, as specified. Existing law requires the department to develop, on or before September 1, 2023, statewide safety and training programs based on evidence-based practices for users of electric bicycles, as defined, including, but not limited to, general electric bicycle riding safety, emergency maneuver skills, rules of the road, and laws pertaining to electric bicycles.
The people of the State of California do enact as follows:
SECTION 1.
Section 12525.6 is added to the Government Code, to read:12525.6.
(a) On or before June 1, 2027, the Attorney General shall, in partnership with biking nonprofit groups, compile a list of electric two-wheeled devices that do not comply with the definition of any single class of electric bicycles, as defined in Section 312.5 of the Vehicle Code, and that are labeled, advertised, or commonly perceived by riders or peace officers as electric bicycles or electric bicycle products.(a)On or before June 1, 2027, the Department of the California Highway Patrol shall, in partnership with biking nonprofit groups, compile a list of electric two-wheeled devices that do not comply with the definition of any single class of electric bicycles, as defined in Section 312.5 and that are labeled, advertised, or commonly perceived by riders or peace officers as electric bicycles or electric bicycle products.
(b)(1)The department shall make the list publicly available on its internet website.
(2)The department shall update the list and the internet website, when necessary.
