AB 2639: Merced County Flood Control District: assessment.
The bill requires the Merced County Flood Control District to coordinate its flood control planning and response operations with other local agencies in the county. This coordination is to be done with cities and districts responsible for surface water management or flood control. The bill imposes additional requirements on the district, making it a state-mandated local program. If the state determines that the bill contains costs mandated by the state, the state will reimburse local agencies and school districts for those costs.

LEGISLATIVE COUNSEL'S DIGEST
This bill would require the district to coordinate its flood control planning and response operations with other local agencies located completely or partially in the County of Merced, including, but not limited to, cities and districts with responsibilities for surface water management or flood control. By imposing additional requirements on the Merced County Flood Control District, the bill would impose a state-mandated local program.
The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement.
This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above.
The people of the State of California do enact as follows:
SECTION 1.
Section 1061 is added to the Water Code, to read:1061.
(a) The Legislative Analyst’s Office shall conduct an assessment, on or before July 1, 2027, evaluating the efficacy of the Merced County Flood Control District.The district shall coordinate its flood control planning and response operations with other local agencies located completely or partially in the County of Merced, including, but not limited to, cities and districts with responsibilities for surface water management or flood control.
If the Commission on State Mandates determines that this act contains costs mandated by the state, reimbursement to local agencies and school districts for those costs shall be made pursuant to Part 7 (commencing with Section 17500) of Division 4 of Title 2 of the Government Code.
