What AB 3 does, verified February 3, 2026

This bill aims to clarify the regulation of alcoholism or drug abuse recovery or treatment facilities. Currently, facilities serving 6 or fewer people are exempt from local regulations, regardless of whether unrelated individuals live together. The bill would exempt facilities that share a common owner, director, programs, or amenities with another facility, or if they are located within 300 feet of each other. Additionally, facilities that share a common owner, director, programs, or amenities with a commercially owned and licensed facility can also be exempt from local regulations.
