The bill aims to amend the water code to regulate emergency regulations adopted by the state water resources control board. An emergency regulation adopted due to drought conditions can remain in effect for up to one year, but it can be renewed if certain conditions are still met. The bill requires the board to conduct a comprehensive economic study assessing the impacts of the regulation within 180 days of finding it no longer necessary. The study must be made publicly available on the board's website no later than 30 days after completion.
