What AB 731 does, verified December 7, 2025

This bill amends the education code to support dual enrollment opportunities for underrepresented students. The partnership between a community college and a high school allows students to take college courses and earn credits while still in high school. The bill eliminates the requirement for principal recommendation and allows students to complete one application for the duration of their participation in the program. Under the revised partnership, students can enroll in up to 15 units of college coursework per term, with no limit on the number of community college courses they can take. The bill also changes the reporting requirements for community college districts and schools, shifting the focus from the number of courses taken to the number of students who complete a certain number of credits by graduation or earn a certificate or associate degree.
