This bill aims to require the state air resources board to assess the economic impact of regulations on low- and middle-income households and disadvantaged communities. The board must prepare an economic impact assessment at least 6 months before a regulation goes into effect. The assessment will be transmitted to the legislature, which will then hold a joint public hearing to review the regulation if it is expected to raise costs. The regulation will not take effect until after the hearing has been held.
