This bill aims to improve the student financial aid process by standardizing the format of financial aid offer letters sent by postsecondary educational institutions. The bill requires a workgroup to convene by April 1, 2026, and identify common terms and structure for these letters. The workgroup must also create a template for these letters by July 1, 2027, and submit it to the legislature. Additionally, by the 2028-29 academic year, institutions must use this template for all conditional offers of attendance to be considered a qualifying institution for the Cal Grant program.
