SB 494: Charter schools: establishment prohibition and renewal procedures.

This bill aims to amend the charter schools act of 1992 to prohibit the approval of new charter schools offering nonclassroom-based instruction from January 1, 2020, to January 1, 2027. Existing charter schools will have to follow performance standards for renewal until January 1, 2027, instead of the revised standards that go into effect on January 1, 2026. These revised standards use data from the California School Dashboard, rather than verified data, for renewal decisions. The bill requires reimbursement for state-mandated costs to local agencies and school districts if the commission on state mandates determines that the bill contains such costs.
