AB 1085: License plates: obstruction or alteration.

This bill aims to amend sections of the vehicle code to further restrict the obstruction or alteration of license plates. A person is prohibited from installing or affixing a shade or tint that obstructs the reading or recognition of a license plate by electronic devices. This includes devices operated by state or local law enforcement, electronic devices in connection with toll roads, high-occupancy toll lanes, toll bridges, or toll facilities, and remote emission sensing devices. Manufacturing and selling these obstructive products or devices is also prohibited and carries a fine of $1,000 per item sold or manufactured. Existing provisions also prohibit erasing the reflective coating of a license plate, painting over it, or altering it to avoid visual or electronic capture.
