California · Assembly · 2025–2026 Regular Session · last verified May 16, 2026

What AB 1861 does, verified May 16, 2026

This bill requires the state department of education to create an online database of complaints related to special education, starting from the first school year in which the database is operational. The database will contain complaints that have been received and consented to be posted by the complainant. To protect personally identifiable information, the department will obtain consent from the complainant before adding any documents to the database and will redact the information. The department must notify school districts, county offices of education, and charter schools about these requirements. The database will be operational by January 1, 2030.
