AB 2196: Foreign driver’s licenses.

The bill would allow California to issue noncommercial driver's licenses to holders of certain foreign driver's licenses under specified conditions. To qualify, applicants must be 18 years of age or older, provide proof of California residency, and have no outstanding issues in their driving record. They must also submit documents issued by their home country, such as a driver's license, and agree to the reciprocal privilege of issuing California driver's licenses to holders of their country's licenses. The bill would waive the driving test requirement for applicants with foreign driver's licenses from Japan, the Republic of China (Taiwan), and South Korea.
