AB 320: Public social services: eligibility: income exclusions.
This bill aims to add new provisions to the education code and the welfare and institutions code, relating to public social services. It would prohibit compensation received by student pupil members from being considered as income or resources when determining eligibility and benefit amounts for means-tested programs and scholarships for public colleges and universities. This change would help expand eligibility for these programs and ensure that students receive the support they need. The bill also requires the state department of social services to implement and interpret the income exclusion for programs under its jurisdiction, starting when the department notifies the legislature that the California statewide automated welfare system can perform the necessary automation. The bill also includes provisions for reimbursement for costs mandated by the state.
